Overall of Hotel is Fine, but very bad Service Mind from Staffs

We have booked 2rooms and stayed for 2 nights. Overall of the hotel is fine with good location of Chumphon city. However, as a 4-stars hotel, the the staffs here consider very awful as most staffs don't care to have good mind service and speak very impolitely. We have faced several issues and when we asked, the staffs just speak out and have bad tone of voice.
Ex. - We arrived in the afternoon and went out for dinner. When we came back at night, there was only one parking left in front of the hotel lobby, so we drove in to park. Once we parked, the staff told us that we are NOT allowed to park here as this is the owner parking. If we park, the owner will blame him. So we asked why don't you block the place so guest will know and we as well asked is this how staffs at this hotel trained to inform guest.
- Staff that have the service to help or even ask to carry our luggages.
We felt what a service we got from this hotel as staffs are trained to service the owner, but not the guest.
