Sawasdee Place Pattaya Hotel is very good. Nice personel, big rooms. I liked the place, everywhere nearby.
Cheap. Hotel have no elevator and I stayed on the 4 floor. No safe in your room, no card to open your door but old fashioned keys.

absolutely safe and a wonderful hotel
