A bit confuse in check in

I have told the owner I will late checkin at around 21:30, and I have contacted the owner 19:00 same day to make sure she remember it. But when I arrive hotel there are no body and the time is 21:15, I feel very horrible and nothing can do, I stand and wait approx 10 mins and the owner have back. I think she should wait me for check in as this is what we deal, this is very important for traveler.
